The language of the approved bill hinted at what may have been an objection with the federal law - it allowed the governor or attorney general to “challenge the constitutionality or legality of the Real ID Act.” The reason Pennsylvania is up against a deadline is that the Legislature pushed back by passing a law in 2011 that prohibited Pennsylvania from complying with the federal standard. The 2005 law required states raise their standards for issuing driver’s licenses and identification cards if they want those cards to be accepted by the federal government. The special IDs were mandated by Congress in response to the Sept. Pennsylvania is late to the game in issuing Real IDs. PennDOT officials want residents with valid passports to wait a few months before getting a Real ID so those without passports can be first in line. Those without verified documents will have to take their documents to a driver’s license center in person. When PennDOT begins issuing Real IDs, residents with all verified records on file will be allowed to pay the $30 fee and get their new identifications through the mail.
